Gopal Krishna Gokhale Introduced a Private Bill to Make Primary Education Compulsory in India.
On March 18, 1910, Gopal Krishna Gokhale moved the 1910 Resolution on Elementary Education in the Imperial Legislative Council.
He proposed making elementary education free and compulsory for children aged 6 to 10 in areas with at least 35% boys enrolled, but withdrew it after the government promised “careful consideration.”
On March 16, 1911, he introduced a formal private Elementary Education Bill as a follow-up.
The bill allowed local bodies to decide on implementation with provincial government sanction, shared costs in a 1:2 ratio, and waived fees for children of guardians earning less than Rs. 10 per month.
This represented Gokhale’s continued effort to make primary education compulsory in India.
