The Indian Space Research Organisation (ISRO) was established.
On 23 February 1962, the Indian National Committee for Space Research (INCOSPAR) was established by the Government of India.
On 15 August 1969, the Indian Space Research Organisation (ISRO) was officially formed, superseding INCOSPAR with an expanded role to harness space technology.
Dr. Vikram Sarabhai played a pioneering role in shaping India’s space programme and its vision of using space technology for national development.
ISRO was established to expand India’s capabilities in space science and technology, including satellites, launch vehicles, communication, meteorology, resource monitoring and other national applications.

The Indian Space Research Organisation (ISRO) was established on 15 August 1969, marking a major turning point in the development of India’s space programme. ISRO was formed under the Department of Atomic Energy (DAE) and replaced the Indian National Committee for Space Research (INCOSPAR), which had initiated organised space research activities in India in 1962.
The creation of ISRO gave India a permanent national organisation dedicated to the development and practical application of space science and technology. Its expanded mandate went beyond experimental research and laid the institutional foundation for indigenous satellites, launch vehicles, communication systems, remote sensing and other space-based technologies.
Dr. Vikram Sarabhai, widely regarded as the father of the Indian space programme, played the central role in shaping this vision. He believed that space technology could be used not merely for scientific prestige, but for national development in areas such as communication, education, meteorology and natural-resource management. ISRO itself describes Sarabhai as the father of the Indian space programme and recognises his major contribution to building India’s scientific institutions.
The Beginning of India’s Organised Space Programme
India’s organised space activities began with the establishment of the Indian National Committee for Space Research (INCOSPAR) in 1962 under the Department of Atomic Energy. INCOSPAR was created during a period when space research was rapidly developing around the world following the beginning of the Space Age.
Under the leadership of Vikram Sarabhai, the committee began building the scientific and technical base necessary for India to conduct its own space research. One of its earliest major projects was the development of the Thumba Equatorial Rocket Launching Station (TERLS) near Thiruvananthapuram in Kerala.
Thumba was selected because of its location close to the magnetic equator, making it particularly suitable for atmospheric and ionospheric research using sounding rockets.
On 21 November 1963, India launched its first sounding rocket from Thumba. This event became one of the earliest milestones in the country’s space programme and demonstrated that India had begun developing the scientific infrastructure and expertise required for space research.
Why Was ISRO Established?
As India’s space activities expanded during the 1960s, a committee-based structure was no longer sufficient for the scale of work being planned.
The Government of India therefore established the Indian Space Research Organisation on 15 August 1969, replacing INCOSPAR with an organisation having a much broader role. ISRO’s official history states that it superseded INCOSPAR with an expanded mandate to harness space technology.
The establishment of ISRO created a permanent organisational framework through which India could pursue several long-term objectives, including:
- Developing indigenous satellites and spacecraft.
- Building launch vehicles capable of placing satellites into orbit.
- Developing satellite communication systems.
- Applying remote sensing to agriculture, water resources and natural-resource management.
- Using satellites for meteorology and weather observation.
- Promoting space science and scientific research.
- Building technological self-reliance in strategically important areas.
Rather than concentrating solely on space exploration, the Indian space programme increasingly focused on using space technology for practical social and economic development.
Vikram Sarabhai’s Role in the Establishment of ISRO
Dr. Vikram Ambalal Sarabhai was one of the most important figures in the early history of India’s space programme.
Sarabhai recognised that a developing country such as India could benefit significantly from advanced technologies when they were directed towards solving national problems. His approach shaped the philosophy that guided both INCOSPAR and the newly created ISRO.
He helped establish the institutional framework necessary for space research, encouraged the development of scientific talent and promoted international cooperation during the formative years of the Indian programme.
ISRO officially recognises Sarabhai as the Father of the Indian Space Programme. His influence extended beyond space research; he also played an important role in establishing or developing several scientific and educational institutions in India.
Although the Indian space programme later expanded enormously under subsequent scientific leaders, Sarabhai provided much of its original vision and direction.
ISRO and the Department of Space
Another major institutional change took place in 1972.
The Government of India constituted the Space Commission and established the Department of Space (DOS) in June 1972. ISRO was subsequently brought under the Department of Space in September 1972.
This restructuring gave the national space programme a stronger administrative and policy framework.
The Space Commission became responsible for formulating policies and overseeing the implementation of India’s space programme, while the Department of Space became responsible for promoting the development and application of space science and technology.
ISRO became the principal organisation through which these technological programmes were implemented.
Early Milestones After the Establishment of ISRO
The establishment of ISRO in 1969 was followed by a series of important developments that gradually created India’s indigenous space capabilities.
One landmark achievement came on 19 April 1975, when Aryabhata, India’s first satellite, was launched.
The next major objective was to develop an Indian launch vehicle.
On 18 July 1980, the Satellite Launch Vehicle-3 (SLV-3) successfully placed the Rohini satellite into orbit. This achievement demonstrated India’s ability to develop and operate its own satellite launch vehicle technology.
These early programmes created expertise in spacecraft engineering, propulsion, launch systems, tracking, communications and mission management. The technological foundation developed during this period eventually supported increasingly sophisticated Indian satellite and launch-vehicle programmes.
Importance of the Establishment of ISRO
The establishment of ISRO on 15 August 1969 was important because it transformed India’s early experimental space activities into an organised national technological programme.
INCOSPAR had created the initial scientific foundation, but ISRO provided the institutional structure required to develop large-scale and long-term space capabilities.
The decision also established a distinctive philosophy for the Indian space programme: advanced space technology should contribute directly to national development.
Over time, satellite technology became important for television and telecommunications, weather forecasting, disaster management, navigation, mapping, agriculture, environmental monitoring and natural-resource assessment.
At the same time, India developed increasing technological self-reliance in spacecraft and launch-vehicle development.
